This was announced by Russian Prime Minister Mikhail Mishustin at a meeting with his deputies on February 15. The five-year strategy’s goal is to reduce the volume of illegal trade in industrial products and its impact on the development of the economy and social sphere.
To achieve this, Russia will improve the legal framework, create conditions for effective public control and implement a set of measures to suppress illegal traffic.
The strategy identifies the following priority sectors for monitoring: food and light industries, pharmaceuticals, auto and aviation industries, children's goods, chemical industry, electronics, agricultural engineering and folk arts and crafts, etc.
The following measures will be taken within the strategy:
☑ To strengthen IP protection, a national center of competence analyzing the situation in this area will be established;
☑ Electronic services for consumers will be introduced;
☑ The national IP legislation will be converged with the regulatory framework of the Eurasian Economic Union countries;
☑ The further development of a goods traceability system will be a priority. Specialized bodies will be provided with highly qualified specialists and the necessary means.
The attention will be paid not only to combating counterfeit goods, but also to preventing the use of fake accompanying documents and countering illegal logistics schemes. These measures are of particular importance in the context of online commerce development.
Mishustin believes that the strategy implementation will support conscientious entrepreneurs, protect citizens from low-quality products and minimize the influence of the shadow market on the country’s socio-economic situation.
A plan for the implementation of this strategy should be prepared by the Ministry of Industry and Trade within three months.
